Should I try to join a smaller alliance until I get meet the requirements? and if so do you have any suggestions?

Well, definitely try another alliance because so far you don't even come near the minimal requirements. As for suggestions, you might try getting into Eximus academy, seems like they're taking up new people, and those are our allies.

yeah I noticed how much culture I need for my next city, that will take some time. I'll check that alliance
